It's been well stated on here that clubs near the top of their leagues generally want to play on whilst clubs near the bottom don't. Let's have a look at the National League table......ah, Dover 8 points from safety!

I don't think any clubs will be fined, and certainly not expelled. The League are going through the motions (as they think fit) but communication has been poor. That said, we will see.......
